i could say, for example, that the economy needs education, of a certain kind. the state's job is to supply it, to manufacture persons for the intergalactic economy of the 31st century, sophisticated users of information technology and docile citizens.  the economy requires health care, or else we'd never get to universal coverage. the economy requires international political relations. political and economic power are natural allies, and both operate within the flow of money/power.
