House Republican leader John Boehner of Ohio isn't impressed. "Today's announcement promises savings with no concrete plan to achieve them and no enforcement mechanism if they don't," he said Monday.

if, on the other hand, there was an enforcement mechanism, like a new bureaucracy, boehner would be screaming bloody murder. and this "voluntary" approach is exactly the sort of thing you'd get under a republican administration, if you got anything at all. guys like this should ask themselves: is there anything i actually believe? the room housing boehner's beliefs is entirely unfurnished. so here's my advice: pretend to believe something and pretend to express it with pretended consistency.
