from the pledge to america: "We will require that every bill contain a citation of Constitutional authority." that's kind of interesting. maybe it comes from glenn beck or ron paul's wing. it would be damned hard to produce such a thing plausibly in many cases. it would also transform constitutional jurisprudence and interpretation: there'd be this long record of the constitutional claims of congress, over which the supreme court would still have ultimate jurisdiction? or the whole thing would end up emerging in a dialogue between congress's lawyers and the supreme court; congress would require a whole new legal staff.
