the discourse about failed states is calculated to disturb an anarchist, of course, so i like that piece, which contains actual information. the whole argument of gates or hillary is that it's self-evidently desirable or necessary to have a government with complete military control over its territory. now the chaos of somalia would be hard to live in. but obviously a powerful government brings with it its own little problems.
